Job Role: Justice Keyworker
Location: HMP Winchester (with community-based working as required)
Salary: £26,570 – £32,426 per annum
Contract: Permanent, full-time
 
Role Overview
We are recruiting a dedicated and motivated Justice Keyworker to support individuals within custody and the community as they progress toward sustainable resettlement and employment.
As a CFO Support Worker, you will manage a caseload of participants currently in custody and transitioning into the community, providing tailored, one-to-one support to help them overcome barriers, build essential skills and achieve key milestones. The focus of the role is to improve engagement, reduce reoffending and support individuals into long-term employment and stability.
This is a highly rewarding role suited to someone who is passionate about rehabilitation, has strong relationship-building skills and can support individuals with complex needs in a structured but flexible way.
 
Key Responsibilities
Participant Engagement & Case Management

  • Manage a caseload of participants across custody and community settings
  • Build strong, supportive relationships to encourage sustained engagement
  • Carry out holistic assessments to identify barriers and support needs
  • Develop and review individual action plans aligned to resettlement and employment goals
  • Track participant progress and ensure milestones are achieved

 
 
Resettlement & Employability Support

  • Support participants to overcome barriers such as housing, health, skills and confidence
  • Deliver tailored interventions to support readiness for employment and independence
  • Provide advice and guidance around education, training and employment opportunities
  • Work to support successful transition from custody into the community
  • Promote positive behaviours and long-term stability

Stakeholder & Partnership Working

  • Work collaboratively with prison staff, probation, employers and external agencies
  • Build strong local networks to support participant progression
  • Act as a key point of contact for participants throughout their journey
  • Support joined-up working across custody and community provision

Administration, Targets & Compliance

  • Maintain accurate participant records in line with contract requirements
  • Work toward agreed performance targets and outcome measures
  • Ensure compliance with safeguarding, data protection and programme standards
  • Contribute to service improvement and quality assurance activity

 
Essential Criteria

  • Experience supporting individuals with multiple or complex barriers (e.g. offending history, unemployment, housing, health)
  • Experience working within employability, rehabilitation, or support services
  • Strong understanding of barriers to resettlement and reoffending
  • Excellent communication and relationship-building skills
  • Ability to manage a caseload and work toward performance targets
  • Strong organisational and time management skills
  • Ability to motivate and engage individuals from diverse backgrounds

 
Desirable Criteria

  • Experience working within custody, probation or criminal justice settings
  • Knowledge of local support services and resettlement pathways
  • Understanding of safeguarding and risk management
  • Experience supporting individuals into employment or training

Additional Information
